These presets by SparkleStock are made for the spectacular city of Shanghai but can be used for your city/landscape photos. They're compatible with Photoshop CC (via the Camera Raw filter), Lightroom CC, and Lightroom Mobile. In the free version, you'll get 10 presets. Upgrade to the Pro version to unlock all 50 presets, video LUTs, and skin tone protection.

Both native and non-native Lightroom mobile presets are included. If you do not have a Creative Cloud subscription, you can use the DNG Mobile Presets but please note that it does not support the amount/opacity slider.
